The Minister of Education ignores the recommendations of the Protecteur du citoyen and parents in the matter of home education
MONTREAL, July 17 2019 / CNW Telbec / - The amalgamation of parent teacher associations in Quebec (the Regroupement), while welcoming the decision of the Minister of Education, Mr. Jean-François Roberge, to postpone for two years the establishment of examinations that his department wants to impose on children who receive their education at home, is disappointed by the refusal of the Minister to review the fundamentals of his draft regulation, criticized by both the parents and the Protecteur du citoyen. In our view, what it describes as a relaxation is in fact a postponement of the coming into force of part of the said regulation.
By continuing to insist that the project of learning compulsory subjects that our children follow be modeled on what is done in school and by imposing evaluation methods specific to the traditional school environment, we firmly believe that
the regulation issued this morning by the minister contradicts the letter and spirit of law 144.
The sudden appearance of a delay does not change our disagreement with Mr. Roberge on the merits.
The changes the Ministry is making with the adoption of this new regulation are, for the most part, inapplicable and reduce the ability of parents to provide their children with quality home education that is in keeping with their values and that respects their abilities. children enrolled in this program.
It should be remembered that Bill 144 was passed after extensive consultations with both experts and key stakeholders such as parents.
The Regroupement offers its full cooperation to the Minister to ensure that the resources that must be put in place by the school boards during the next school year are, as the law requires them, to give this experience educational every possible chance of success.
Then, and only then, can we judge the tree for its fruit.
If it turns out that changes are necessary because the progression of learning compulsory subjects is unsatisfactory, we will be the first to review the operation of the program so that our children will win.
In the meantime, we once again urge the Minister of Education to convene as soon as possible
the National Round Table established by law to advise the Minister on the matter.
It should be noted again that the law and its regulations, as adopted under the previous government, already provided for the teaching of so-called basic subjects, such as mother tongue, second language, mathematics, science and history.
The new regulation does not change or solve the problem of so-called illegal religious schools that no longer exist.
