SeniorsThe CAQ promises to increase the maximum annual tax credit for support for seniors from $411 to $2,000. People aged 70 and over earning less than $24,195 per year would receive the maximum annual assistance. Seniors with incomes over $64,195, however, would not be able to benefit. In addition, contributions to the Québec Pension Plan would become optional for all employees aged 65 and over.
The party also promises to improve living conditions in CHSLDs by improving the quality of meals and supervision in them. The most dilapidated CHSLDs would also be renovated.
FamilyThe CAQ would transform 56,000 spaces in the network of unsubsidized private daycares into subsidized spaces so that each child has access to a reduced-contribution space ($8.70 per day). In addition, 2600 kindergarten classes would also be created by 2025.
EducationThe CAQ plans to create the "Clic-École" platform to follow the school career of its child and communicate directly with the school. The platform would also allow virtual meetings with students in difficulty, especially in the regions.
The CAQ plans to invest two billion in the renovation and development of green space in schools that require it.

Health Network
All parties agree on the need to improve the health care system in order to make it better able to meet the needs of Quebecers.
The CAQ wants to develop home hospitalization in order to relieve congestion in hospitals. To do this, a specialized unit will be created in each health facility by 2026. The first five units should appear before the end of 2023 in Greater Montreal and the Capitale-Nationale. The initial budget will be $235 million for the mandate.
A new web application, called "Your Health", would be launched within four years. It would allow citizens to make an appointment with a professional and assess their state of health using a self-care guide.
The party also wants to rely on private surgical clinics to reduce waiting lists. Two new private medical centers would be built. They would include a GMF open 7 days a week, from 8 a.m. to 8 p.m., emergencies open 24 hours a day; operating rooms for day surgeries; a pharmacy; and a sampling and radiology centre. All services offered would be covered by the public.
Health care workersIn addition to reforming the health care system, the parties have promised aid for health workers and increased staff recruitment.
The CAQ promises to recruit 37,000 health care workers during a second term. Mandatory overtime (OSI) would be abolished to allow for a better work-life balance. A thousand nurses and three thousand administrative officers would be recruited from abroad. Universities are also expected to welcome 660 more medical students.
A professional order would also be created for pharmacists and paramedics.
EconomyThe CAQ would lower the first two tax brackets by one percentage point as of 2023. That would mean a tax cut of up to $810. According to the CAQ, Quebecers would save a total of $7.4 billion in taxes. The CAQ would finance this tax cut by using a portion of the payments provided for in the Generations Fund. A one-time amount would also be sent to nearly 6.4 million Quebecers before the end of the year. This payment would be $600 for people with an annual income of less than $50,000 and $400 for those earning $50,000 to $100,000. This commitment would cost $3.5 billion.
The CAQ would cap all government rates, so that their increase is limited to 3% or less. The increase in tuition fees would also be limited.
This tax cut would be financed by the use of 39% of the payments planned for the Generations Fund, i.e. 2 billion from 2023 to 2026, then 5 billion per year from 2032.
Labour shortageThe CAQ plans to modernize vocational training, with a budget of $348 million, to address the lack of skilled labour in several key sectors of the Quebec economy. A $2,000 grant associated with short programs would be developed for nine areas (assistance to people in private seniors' residences, school daycare, carpentry, etc.).

EnvironmentThe CAQ sets the target of a 37.5% reduction in greenhouse gases, compared to 1990 levels, by 2030. To achieve these objectives, the CAQ relies on the electrification of transportation. It promises that 5% of school buses, 55% of city buses and 40% of taxis will be electric by 2030.
It also wants to reach the threshold of 21,500 Level 2 charging stations and 2200 fast stations in Quebec in 2026. The sale of gasoline vehicles would be prohibited from 2035. It also plans to invest $40 million to finance the creation of the Integrated Centre on Electric Batteries. Hydro-Québec is also expected to develop its wind farm and build new dams. The CAQ also wants the permanent closure of hydrocarbon wells and a 40% reduction in the amount of petroleum product consumed. However, it does not close the door to gas exploitation.
Natural resourcesThe CAQ plans to increase the royalty for industries that use water to create the Blue Fund, which would have a budget of $650 million. This fund would protect and develop lakes and rivers and bring individual sanitation facilities up to standard. The CAQ also wants to create three new national parks (Côte-de-Charlevoix, Dunes-de-Tadoussac and Nibiischii) and expand five existing parks (Mont-Orford, Plaisance, Îles-de-Boucherville, Mont-Saint-Bruno and Bic). The Sentier national québécois (from Gatineau to Gaspé) would also be enhanced. In total, 30% of Quebec's territory would become a protected area. The CAQ has also promised to make forest exploitation more sustainable with regard to hunting.
ImmigrationAfter increasing the number of immigrants to 70,000 this year, the CAQ would reduce it to 50,000 for the next few years. It would invest $290 million to strengthen the integration of immigrants.
Quebec identityThe CAQ has not planned any new reform regarding the protection of the French language, considering that Bill 101 fulfills this function. It wants the repatriation of immigration powers.
Arts and cultureThe CAQ would invest $65 million to increase the number of content on Télé-Québec. 100 new hours of content would therefore be offered to an audience aged 3 to 12.
InternetThe CAQ plans to have a cellular connection throughout Quebec by 2026 and to convert a large part of the network to 5 G by 2030 and to offer access to optical fiber for all.
AboriginalThe CAQ would promote and preserve Indigenous languages by supporting the development of self-supporting training for the transmission of languages.
JusticeThe CAQ has promised to implement anti-rapprochement bracelets throughout Quebec by December 2023 to combat violence against women. The party had previously announced a five-year, $223 million plan to combat domestic violence and femicide.
To combat armed violence, the CAQ is counting on the investments launched during its mandate and on the return of retired personnel from the Sûreté du Québec.
