Few teachers trained for the Quebec Culture and Citizenship course: there is no question of postponing its implementation, says Drainville
There is no question of postponing the implementation of the Quebec Culture and Citizenship course, which is to replace the Ethics and Religious Culture program in all schools as of September, says Minister Bernard Drainville. Teachers have "all the tools in hand" to train between now and the start of the school year.
"Let's be clear, we are staying the course on the implementation of the CCQ course. Last year, we agreed to delay it by a year, in particular at the request of the field and the unions. We have been preparing for this for several years and we are asking for everyone's cooperation," said the Minister of Education on Monday.
Faced with the few teachers trained for the new program, the Fédération des syndicats de l'enseignement (FSE-CSQ) asked Bernard Drainville to back down.
Less than half (45%) of teachers have taken the training of the new course, according to a survey conducted by the federation among its members. And even those who have been trained do not feel sufficiently equipped to give it.
The minister refuses outright. "Several schools already offer it. The staff has all the tools in hand to train before the start of the next school year. Nearly 25 online training courses were carried out. They are available at all times on the web and they will continue next year," he said.
If a teacher doesn't feel ready, they can go back to the online training courses and perfect their preparation for next September, says Bernard Drainville. "We are confident that it will go well," he said, on the sidelines of an announcement of road investments on the South Shore of Quebec City.
ECR needs to be replacedBernard Drainville believes that the time has come to replace the famous ERC course, "which has been criticized a lot."
"We've been preparing for the new course for several years," he insists. It's a course that is very important, because it will deal with several contemporary subjects: the question of respect, consent, social networks, sex education, citizenship, secularism, the management of emotions. It's time to move forward."

The Minister is nevertheless aware of the challenges of implementing a new program. There may be "adjustments over time." "I accept the fact that a teacher who starts a new course does not feel 100% equipped. It's normal, you're starting something new, it's normal that you're going through a period of transition. But I think it's going to be done very well."
According to the internal survey conducted by the FSE-CSQ, no less than 81% of teachers say they are not properly equipped to give the new course to children and teenagers in a few months.
The president, Josée Scalabrini, also deplored the fact that school materials will not be accessible before the end of August, which leaves very little time for teachers to appropriate the new subject.
