A new US fund to promote transgender policies internationally
NEW YORK, (C-Fam) The Biden administration has launched a new $2.5 million international fund to promote acceptance of homosexuality and transgenderism and brand opponents of the LGBT agenda as undemocratic .
The United States Department of State has announced the creation of a new fund to promote LGBT rights advocacy internationally by linking LGBT issues to democracy. The fund's goals include increasing the participation of people who identify as LGBT in politics and public life, creating political narratives that promote LGBT issues, and mobilizing political, business and religious leaders who support them.
According to the description of the new fund's programs, opposition to the LGBT program must be labeled as "undemocratic" and "disinformation" by the programs funded by the new initiative. This would probably include Christian churches.
The fund, called the Global LGBTQI+ Inclusive Democracy and Empowerment Fund (GLIDE), was announced last month and is administered by the State Department's Bureau of Democracy, Human Rights, and Labor.
Robert A. Destro, the head of the Office of Democracy, Human Rights and Labor in the Trump administration, told the Friday Fax he was "not at all surprised" by the new fund. Ms. Destro said that in some countries the LGBT agenda is the whole office work.
Programs funded by the GLIDE initiative must meet three requirements.
First, organizations receiving grants must be “emerging, small and/or medium-sized LGBTQI+ organizations.” Second, GLIDE-funded programs must be responsive to “queer women, transgender and intersex people, and others from marginalized LGBTQI+ communities,” including youth. Finally, programs must also establish “communication strategies” to advance the LGBT agenda that “address anti-democratic tendencies and misinformation in democratic processes”.
In these terms, opponents of same-sex marriage and the granting of rights to transgender children could be characterized as undemocratic.
The fund appears linked to the addition of general language on laws and policies to promote acceptance of diverse "sexual orientations and gender identity" in a United Nations resolution passed last month on programs that promote democracy internationally through free and fair elections, although the connection is not explicit in the call for applications to the fund.
The State Department's Bureau of Democracy, Human Rights, and Labor, which administers the GLIDE fund, is directly involved in UN negotiations, including the recent Assembly resolution negotiations general on free and fair elections. The resolution commits countries to “eliminate laws, regulations and practices that discriminate, directly or indirectly” against people who identify as LGBT or that may affect their participation in elections.
The resolution was adopted by the United Nations General Assembly last December. It was the first time the General Assembly had included language on “sexual orientation and gender identity” in a unanimously adopted resolution. United Nations agencies and international donors will now seek partners to give this resolution some teeth.
