Domestic violence
Reports and accusations are on the rise
(Quebec) While Quebec has been shaken by a high number of feminicides that have occurred since the beginning of the year in the territory (seven in seven weeks), women's shelters point out that these murders are "the tip of the hat". 'iceberg'. Between 2015 and 2020, the number of reports of domestic violence to the police increased by 12%.
This statistic was cited Wednesday by the Minister of Public Security, Geneviève Guilbault, from data from the Uniform Crime Reporting Program. Added to this is the fact that there are 45% more accusations that are brought before the courts
in matters of domestic violence, she said at a press briefing.
The director of the Federation of women's shelters, Manon Monastesse, adds additional data to this gloomy portrait. Over the past year, the 36 member homes of his organization have “hosted and supported nearly 300 women who
[…] said they had been the victims of attempted murder”.
“During [the confinement], the abusive spouses had the ideal situation. They could exercise total control. They had on hand, in a straitjacket, their spouse and children. Now that we are in the process of deconfining and that women will want to emancipate themselves,
spouses, that will not do their business, ”she illustrated.
Resources will be there
In Quebec, the Legault government is on the heels of violence against women, while Quebec experienced its seventh feminicide this week to occur this year. On Tuesday, a 29-year-old woman from the LaSalle borough in Montreal, Rebekah Harry,
succumbed to injuries sustained by her partner.
The opposition parties accuse the government of speaking "fine words" in the fight against violence against women, but of delaying putting in place measures to combat this scourge. Last December, a cross-party committee on support for victims of sexual assault and domestic violence submitted a report containing 190 recommendations. Prime Minister François Legault said on Tuesday that he was “personally a priority” for the application of these recommendations.
At a press briefing on Wednesday, the Minister responsible for the Status of Women, Isabelle Charest, said:
“If it takes more resources, we will put more resources. "
"This violence does not go unpunished in Quebec and cannot be done with impunity,
either physically [or] psychologically," continued Ms. Guilbault.
Action in the budget
PQ MP Méganne Perry Mélançon reiterated Wednesday that she is asking the government to add 70 million to the mission of shelters for women victims of domestic violence. This improvement must be included in the budget that will be tabled on Thursday, she asked.
"It is a request from the community to simply ensure a place for all women who knock on the door and, of course, we will also have to add the creation of additional places," said Ms. Perry Mélançon.
The leader of the Liberal Party, Dominique Anglade, for her part indicated that there was "urgent need to act" to combat the high number of feminicides which have occurred this year in the province. It asks the government to quickly create a Secretariat for the coordination and integration of actions in matters of sexual and domestic violence, attached to the Executive Council,
as recommended by the report of the transpartisan committee.
The co-spokesperson for Quebec solidaire, Manon Massé, in turn lamented that the Prime Minister appoints officials to his office to ensure that Quebec households are connected to the internet, but that the violence file made to women is not entitled,
according to her, to the same treatment.
“Women have a right to have their government care for them as much as it takes for high speed internet,” she said.
When in doubt, we must act
Simon Lapierre, professor in the Faculty of Social Sciences at the University of Ottawa and specialist in issues related to domestic violence, affirms that citizens can also contribute to the fight against violence against women.
“We have a responsibility to be attentive to what is happening around us. We must not close our eyes and not trivialize the situations of violence or control that we can see in our surroundings, ”he says.
Domestic violence, recalls the professor, is not just physical. It can also be manifested by psychological violence, by movement control exercised on a person, or by the multiplication of messages sent during a day, whether by calling or sending text messages, among others. .
“We must be attentive to all the control strategies that can be used by a spouse to deprive his
or her ex-spouse of his or her freedom,” explains Mr. Lapierre.
The first step, he says, is to talk to the person you believe to be the victim of domestic violence in order to provide a safety net.
